Lokayukth demands for factual report from Nagar Nigam

Nagar Nigam has been asked to submit a factsheet report regarding a cleaning purpose company by Lokayukth

Mr. A.S Kothari, Lokayukth has asked the company secretary of Nagar Nigam to submit the report by 17th august. Dainik Bhaskar had first published this report under the title Company under fraudulent practices, commissioner fires the corrupt officer. Mr. A.S Kothari further adds, Messer’s Pahri protection private limited was granted tender for the year 2012-2013 and 2014-2015 under various beats by Nagar Nigam. The company did not submit service tax, employee’s esi, PF, and contingency charges to the department as per conditions of tender.

 Despite this, the company was given tender workflow for 2 years. In addition the Nigam’s mayor, cleaning samiti chairperson were adamant to pay four crore plus payment amount to the company. It should be noted that the payment over two crore is not acceptable by rules without proper screening and survey of the situation. By rules, this proposal of payment should be first sent to financial committee for approval. In addition, when a check committee was formed for the same only those people who were adamant to pay the company were included in that committee.

In addition, the financial advisor Mr. Indraraj Singh who had put light to this matter was fired from his services. The lokayukth has appealed to take this matter seriously, as it seems a payment against rules case as per the news and facts. He has also sent a notice to former financial advisor Mr. Indraraj Singh in which 16 questions has been asked regarding the above case.

Electoral Code of conduct commences with the stoppage of any transfers.

Voting Day declared on 17 August in the state’s 129 wards.

State election authority Mr. Ramlubhaya announced the commencement of the second stage of the elections and declared voting day to fall on 17^th August. Voting would occur in state’s 129 wards. With the onset of forthcoming elections, the electoral code of conduct has commenced in voting area wards. The nomination process would be from first of august for five days. The counting of Ballots would be on 20^th August. 

Around 37, 12,000 Voters would vote through EVM machines at 4,302 booths of 3,351 wards as per expected census. For proper security, around 20,000 guards will patrol at various booths. Ajmer Nagar parishad and 15 municipal corporations are included in the 129 centers. Three of these municipal corporations are entering into nominations for the first time. If the voters do not show up with their photo ID voter’s card, then they could vote if they are carrying one of the approved documents out of 19 authorized documents. The voters list with photos of each voter will be available.

Positive changes show growth in number of women voters to around 18 lakhs.

If we look at the numbers, then out of 37,12,356 voters the number of men is amounted at more than 19 lakhs and nearly 18 lakhs women voters. There are 47 other category voters. In addition, interestingly most voters are seen coming from Ajmer at 5, 43,833, and the lowest number of voters are from Banswara at a mere 7,642.

Growth committees and Ngo’s and local residents join hands for beautification and cleanliness of Jaipur

Jaipur unites facebook, which is launched for cleanliness and beautification of the city is showing positive response. Within 13 days of its launch, it has got 47 proposals of cleanup and other works. Around 500 plus people have become a part of this campaign. At around five of these places scout, guide students have started working, and proposals for other places are coming on the website. The first phase of Jaipur Unites action plan was performed under Nigam head Ashutosh AT Pandekar at Udaipur. Under Action Udaipur, around 150 projects are successfully completed with local citizen’s help.

What is Jaipur Unites Facebook?

To make Jaipur clean and developing city, Nagar Nigam has started Jaipur Unites Facebook. Local People, Growth committees, and NGO’s can send plans and proposals to the website. The Nigam would provide means and tools and local people and NGO’s would have to work on those projects. Proposals can be uploaded on jaipurunites@gmail.com.

To see work in action the Nigam has formed citizen outreach and corporate social responsibility cell. This cell would work to prepare list of projects and create network of people. The completed projects will be uploaded on the website with before and after work photos.

These students follow a work schedule for 3 days a week for about 1200 hours in five places regarding cleanliness project in turns. Students work every day from seven to eight in the morning. The municipality has given itself full marks for unfinished works

The city municipal corporation has presented itself the biggest stakeholder by awarding themselves 90 marks out of 100 marks Performa based on 15 questions. It seems that they awarded themselves full marks on each point of the Performa except one. But as it is evident from the state of the city’s roads and public areas that the real picture is complete opposite. Every project of the city municipal corporation was delayed well beyond deadlines. 

The municipal corporation board has been subsiding backwards due to city growth tax, pending house tax, lease and other taxes which have never been completed fully. The online customer system is such that no complaints registered are ever taken care of or completed in time. At present there are more than 2200 complaints pending about various subjects of defective road lights, encroachment, jammed sewers, wild animals and broken roads etc.

Previous Justice VS Dave( have been a member of the empowered committee of the supreme court)  says “I wouldn’t even give 3 out of 10 to the municipal corporation. The reason being that the corporation is only interested in giving makeovers to the main roads, whereas the inner areas have bad roads. Endless people are without sanitation. There are no proper toilets to be seen in the old city markets. In terms of growth nothing is happening for real and everything is just seen on papers.

Lux Meter would be used to check LED’s which would be connected through GPS system to server for instant notification to electricity board.

With the new system to commence there would be no need to register complaints for defective or damaged road Led’s. The control room would get instant notification of any defective condition of LED’s through the new GPS system to be launched by the board and it would have to be corrected or rectified within 24 hours of notification.

The control room’s proceedings can also be surveyed by the mayor and the commissioner through mobile app. The Led’s are being put all over the city as a part of an energy saving project. A control room at the board’s zonal office at Mansarovar is being made for the monitoring of road lights.

It would present the road numbers as well as the number of lights on a certain road. The mayor, the board commissioner and the light commissioner would be given a user id and password by road light MNC infrastructure for better monitoring purposes. This would make it easier to see the present scenario of road lights and also the number of road lights in working conditions in different areas respectively by the bearer of the user id and password.

Around 70 points identified for LED lights

According to Board’s commissioner Ashutosh AT  Pendakar around 70,000 points would be converted to LED’s out of 2,19,000 road light points. These LED lights would save electricity consumption by 77% and would also give thrice the focus than normal lights. The board has been surveying the lights through a lux meter so that the lighting can be proportional to the road’s width in the future. Recently the LED lights at JLN Marg were surveyed. 

Approximately 560 lights have been put up from Jawahar circle to Ramniwas Bagh. The lights are being in the test phase now and if any loopholes are found would be rectified.

Approximately 105 legislative councilors out of 225 are out of the race from 10 municipalities of Jaipur, viz: Shahpura, Viratnagar, Kotputli, Chomu, Kishangarh-Renwal, Sambhar Lake, Jobner, Chaksu, Phulera and Bagru respectively. This has come into the picture after the state government’s necessary orders of minimum educational qualification of a tenth pass for all legislative councilors as a mandatory step to run for elections.

There has been a change in political mathematics of all wards. Now the search is going on for tenth pass eligible candidates in various wards. This would also affect the prevalent procedures of ticket distribution of various political parties and they would have to change their tactics. Some party workers have already forwarded their resumes to party head office, State Vidhansabha and its members. 

Young party members have also shown interest in forwarding their names after this mandatory education entry procedure. As for the older members they are seen to be searching for their original educational authentic documents as failure in submission of the required documents can result in the cancelling of nomination. Also an increase of 5 members each in various municipalities of Kishangarh-Renwal, Chomu and Bagru is seen and the nomination of the chairman would also be done amongst the legislative councilors (Parshads.) It would be interesting to see the camel choosing its side as the age old saying goes.

जन्म और मृत्यु रजिस्ट्रीकरण अधिनियम, 1969 लागू होने के बाद देश में जन्म, मृत्यु और मृत जन्म की घटनाओं का पंजीयन अनिवार्य हो गया है। अधिनियम के अंतर्गत राज्यों में नियुक्त मुख्य रजिस्ट्रार कार्यपालक प्राधिकारी है और राज्यों में सांख्यिकी रिपोर्ट के संकलन और रजिस्ट्रीकरण के कार्य के लिये उत्तरदायी है।

रजिस्ट्रीकरण के कार्य में कागजी कार्यवाही कम करने, समक अभिलेख के हस्तांतरण में तेजी लाने और प्रणाली को आधुनिक तकनीकों के प्रयोग के अनुरूप बनाने की कड़ी में आई.एस.एस.पी. परियोजना के अंतर्गत उपलब्ध वित्तीय प्रावधानों से जन्म-मृत्यु पंजीयन का Web-Site तैयार कराया गया है। इस Web-Site के माध्यम से पंजीयन के महत्वपूर्ण प्रावधानों, प्रक्रिया, आवेदन पत्र, प्रमाण पत्रों का उपयोग एवं महत्व, जारी प्रमाण पत्र की प्रतिलिपि आदि जानकारियॉ आमजन के लिए उपलब्ध हो सकेगी एवं विभिन्न तरह की रिपोर्ट एवं सूचनायें विभागीय उपयोग हेतु उपलब्ध हो सकेगी।

शहरी क्षेत्र में पंजीकरण

प्रत्येक नगर पालिका / नगर परिषद / नगर निगम मुख्यालय पर जन्म - मृत्यु रजिस्ट्रार का कार्यालय स्थापित है, अतः जन्म - मृत्यु की सूचना घटना घटित होने के 21 दिन के अन्दर रजिस्ट्रार कार्यालय को देकर जन्म - मृत्यु प्रमाण पत्र निशुल्क प्राप्त किया जा सकता है ! इसके लिए परिवार के मुखिया या उसके नजदीकी रिश्तेदार द्वारा प्रपत्र - 1 में जन्म की सूचना एवं प्रपत्र - 2 में मृत्यु की सूचना भरकर देनी होती है! जन्म का रजिस्ट्रीकरण बच्चे के नाम के बिना भी करवाया जा सकता है ।

ग्रामीण क्षेत्र में पंजीकरण

ग्रामीण क्षेत्र में ग्राम पंचायत कार्यालय / प्राथमिक स्वास्थ्य केंद्र / सामुदायिक स्वास्थ्य केंद्र पर जन्म - मृत्यु रजिस्ट्रार का कार्यालय स्थापित है, अतः जन्म - मृत्यु की सूचना घटना घटित होने के 21 दिन के अन्दर रजिस्ट्रार कार्यालय को देकर जन्म - मृत्यु प्रमाण पत्र निशुल्क प्राप्त किया जा सकता है ! इसके लिए परिवार के मुखिया या उसके नजदीकी रिश्तेदार द्वारा प्रपत्र - 1 में जन्म की सूचना एवं प्रपत्र - 2 में मृत्यु की सूचना भरकर देनी होती है ! जन्म का रजिस्ट्रीकरण बच्चे के नाम के बिना भी करवाया जा सकता है ।

1. सिविल रजिस्ट्रेशन प्रणाली क्या है ?

जन्म और मृत्यु रजिस्ट्रीकरण अधिनियम, 1969 के तहत जन्म एवं मृत्यु की घटनशओं को नियमित स्थाई एवं व्यवस्थित रूप से दर्ज करने की व्यवस्था ही सिविल रजिस्ट्रेशन प्रणाली है।

2. कौन से अधिनियम एवं नियम के अन्तर्गत जन्म एवं मृत्यु का पंजीयन किया जा रहा है ?
केन्द्रीय अधिनियम, जन्म और मृत्यु रजिस्ट्रीकरण अधिनियम, 1969 एवं राजस्थान जन्म और मृत्यु रजिस्ट्रीकरण नियम, 2000 के प्रावधानो के तहत जन्म और मृत्यु की घटनशओं का रजिस्ट्रीकरण(पंजीयन) किया जा रहा है।

3. जन्म/मृत्यु की किसी घटना के दर्ज करने के लिए क्या समय सीमा निधर्शरित है?
सामान्यतः जन्म/मृत्यु की किसी घटना को दर्ज करने के लिये 21 दिन का समय निधार्रित है।

4. क्या जन्म/मृत्यु पंजीयन के लिए कोई फीस/शुल्क निधार्रित है ?
सामान्य अवधि 21 दिन के भीतर-भीतर जन्म/मृत्यु की घटनाओं को दर्ज करने पर कोई फीस/शुल्क देय नहीं है।

5. क्या रजिस्ट्रेशन के लिए नियत समान्य अवधि 21 दिन के बाद भी रजिस्ट्रेशन करवाया जा सकता है ?

किसी घटना का पंजीयन सामान्य अवधि 21 दिन में नहीं हुआ है तो भी ऐसी घटना को जन्म और मृत्यु रजिस्ट्रीकरण अधिनियम, 1969 में वर्णित प्रावधान व प्रक्रिया को अपनाते हुए विलम्ब शुल्क देकर पंजीयन करवाया जा सकता है।

6. क्या जन्म /मृत्यु की घटनाओं का पंजीयन अनिवार्य है ?
जन्म और मृत्यु रजिस्ट्रीकरण अधिनियम, 1969 के प्रवधानो के तहत जन्म/मृत्यु की घटनाओं का पंजीयन अनिवार्य है।

7. जन्म/मृत्यु की सूचना देने के लिये कौन उत्तदायी है ?
        (1) यदि जन्म या मृत्यु की घटना घर पर होती है तो उस परिवार का मुखिया या मुखिया की अनुपस्थिति में कोई निकटतम सम्बन्धी स्थानीय रजिस्ट्रशर को सूचना देने के लिए उत्तरदायी होगा।
        (II) यदि जन्म या मृत्यु की घटना अस्पताल, पुलिस स्टेशन, होटल, धर्मशाला एवं जेल में होती है तो सूचना देने के लिए उस संस्था का प्रभारी अधिकारी उत्तरदायी होगा।

8. पंजीयन के लिए किससे सम्पर्क करें?

जन्म और मृत्यु रजिस्ट्रीकरण अधिनियम, 1969 की धारा 7 के प्रावधानो के अनुसार प्रत्येक स्थानीय क्षेत्र के लिए ग्रामीण और शहरी क्षेत्रो के लिये अलग-अलग रजिस्ट्रार नियुक्त किये गये हैं। ग्रामीण क्षेत्र के लिए ग्राम पंचायत एवं शहरी क्षेत्र के लिए नगर निकाय स्तर पर रजिस्ट्रार नियुक्त हैं।

9. पंजीयन पश्चात प्रमाण पत्र कहा से प्राप्त किया जा सकता है ?
पंजीयन पश्चात जिस रजिस्ट्रार के यहा पंजीयन प्रक्रिया पूर्ण की गई है, प्रमाण पत्र वहीं से प्राप्त होगा।

10. जन्म/मृत्यु प्रमाण पत्र की कितनी प्रतिया प्राप्त की जा सकती है ?
जन्म/मृत्यु प्रमाण पत्र की प्रथम प्रति निःशुल्क के अतिरिक्त जितनी भी प्रतियो की आवश्यकता है नियमानुसार शुल्क जमा कर प्राप्त की जा सकती हैं।

11. क्या बच्चे के बिना नाम का जन्म प्रमण पत्र प्राप्त किया जा सकता है ?
हॉ बच्चे का बिना नाम का जन्म प्रमण पत्र प्राप्त किया जा सकता है । 15 वर्ष की अवधि के भीतर नाम जुड़वाकर नया प्रमाण पत्र प्राप्त किया जा सकता है इसके पश्चात नाम जुड़वाने का अधिनियम में प्रावधशन नहीं है।

12. जन्म प्रमाण पत्र के क्या लाभ हैं ?

  •   जन्म प्रमाण पत्र प्राप्त करना बच्चे का प्रथम अधिकार है एवं यह उसकी पहचान इंगित करता है । जन्म प्रमाण पत्र के निम्न लिखित लाभ/उपयोग है :-
  •    विद्यालय में प्रवेश
  •    रोजगार पाने हेतु आयु का प्रमाण
  •    विवाह हेतु आयु का प्रमाण
  •   अभिभावक की पहचान
  •   मतदाता सूची में नाम जुड़वाने हेतु

जन्म और मृत्यु के रजिस्टर में प्रविष्टि में संशोधन के लिये नियम बनाये गये है, नियमो में दिये गये प्रावधानो के अनुसार रजिस्ट्रार प्राप्त सक्ष्यो एवं रजिस्ट्रार द्वारा स्वयं संतुष्ट होने पर नियमानुसार प्रविष्टिी में शुद्घिकरण /निरस्तीकरण किया जा सकता है।


15. रिकार्ड में शुद्घिकरण/निरस्त करने के लिऐ कोई शुल्क निर्धारित है ?

रजिस्ट्रार के रजिस्टर में या प्रमाण पत्र में शुद्घिकरण / निरस्तीकरण हेतु कोई शुल्क देय नहीं है।

16. क्या भारतीय नागरिक जिसकश जन्म भारत के बाहर अन्य देश में हुआ है का पंजीयन भारत में करवाने का प्रावधान है ?

जन्म और मृत्यु रजिस्ट्रीकरण अधिनियम 1969 की धारा 20(2)II के तहत ऐसे बालक जिनका जन्म भारत के बाहर हुआ है एवं उसके माता-पिता बालक के जन्म का भारत में रजिस्ट्रीकरण कराना चाहते है और इस इरादे से आए हो कि उन्हें अब भारत में ही रहना है तो वे भारत आने की तिथि से 60 दिन के अन्दर जन्म का रजिस्ट्रीकरण करवा सकते है, यदि 60 दिन में रजिस्ट्रीकरण नहीं करवाया गया है तो विलम्ब से पंजीयन की सामान्य प्रक्रिया एवं प्राव्धानो के अनुसशर कार्यवाही की जाकर रजिस्ट्रीकरण करवाया जा सकेगा।

The Rajasthan High Court on Friday ordered all base towers for fourth generation (4G) telecom services erected without permission from the city authorities to be removed. Reliance Jio, the respondents, said their towers meet and exceed all the norms.

The court order, which also banned new installations, was issued following a petition by a former judge of the high court and a citizen of the city who alleged the 4G base towers were being erected in the city without permission of the Jaipur Development Authority.

The bench of Chief Justice Sunil Ambwani and Justice Ajit Jain, in their brief order, said those towers for which permission has not been taken would have to un-installed within a time-frame of four weeks.
